Joyce Crosswhite is a Blountville native and longtime member of Colonial Heights Baptist Church. First elected to the Sullivan County Commission in 2018 and re-elected in 2022 with 1,046 votes — tied for first in District 4 — Joyce has spent eight years fighting for the families, veterans, and taxpayers of Sullivan County.

Her record speaks for itself: 227 votes cast, 1,728 documented references in official commission minutes, and zero absences. Joyce doesn’t just show up — she does the work. She serves on the Budget Committee, where she’s been a consistent voice for fiscal responsibility and accountability.

From sponsoring teacher bonuses and opioid recovery funding to leading the effort to save the Blountville school campus for community use, Joyce has focused on the issues that matter most to District 4 families. She voted NO twice on the county jail project — first on the $80 million bond in 2020, and again on the expanded $96 million cost in 2021 — because the people of her district told her it was the wrong approach.

Your Taxes Were on the Line

In 2020, the commission voted to issue an $80 million jail bond with a 12-cent property tax increase. Joyce voted NO. In 2021, when the project ballooned to $96 million, she voted NO again. Both times, she listened to her district first.

Our Teachers Needed a Raise

Joyce sponsored the resolution that brought approximately $2,000 in state-funded bonuses to Sullivan County teachers. She also secured over $157,000 in school security grants — with no county matching funds required.

They Almost Tore Down Our Schools

When the old Blountville Elementary and Middle School campus faced an uncertain future, Joyce led the fight to save it — sponsoring the resolution to purchase 26 acres for $637,500. Today it’s home to Little League fields, a farmers market, and county offices. The vote passed 21 to 1.

Families Were Losing People

Joyce sponsored the resolution directing $453,226 from the Opioid Abatement Trust Fund to three local nonprofits — Recovery Resources TN, Bridge to Shore Recovery, and Families Free — so families in Sullivan County had somewhere to turn.

Our Veterans Deserved a Monument

Joyce serves as Treasurer of the Sullivan County Veterans Memorial Park at the Heritage Tourism Center in Blountville. The park features four granite monuments honoring veterans from the Revolutionary War to the War on Terror. It opened on Veterans Day 2024.
